Heather Leann Haller-Cameron
I was asked to cover the case of Heather Leann Haller-Cameron by a fan by the name of Risa. I'm sorry it took so long Risa. This is actually the second case I have covered from the Redding area. The first one being Tera Lynn Smith's "disappearance". You can read Tera's entry here. I also wanna say, There is a certain irony that Risa requested me to cover Heather's case at the time she did. As of the day I am writing this entry, I exchanged messages with her and explained the irony of it all for the first time. She said something that got me thinking.
"If anything that just shows me her spirit is here and strong."
Once she told me that. I knew I had to immediately cancel any plans I had today. And I had to at least start this entry. Thankfully it's my day off. I dedicated Against All Odds by Phil Collins to this entry. I've been on a Phil Collins kick lately. And it came out in 1984. The same year Heather was born. That song is also another example of the irony of the entire situation I was referring to earlier. But enough about that. Here we go.....
“I am asking you to remember her story,” Gleason-Shepek said, her voice shaking. “She was a victim of domestic violence. …We remember Heather every day. We may never be able to bring her home and lay her to rest, but we will never give up. When I look at Heather’s face, I see the faces of all of our Tribal members who are enduring domestic violence, depression, addictions and suicide.”

Early Life
Heather Leann Haller was born on August 11th 1984 in Shasta County, California to Charles Dean Haller Sr. and Sheila Ann Winn. The couple had a total of 3 children together. Two boys, Kevin and Charles. And one girl, Heather. Tragically both of Heather's parents would pass away at a young age. Sheila would pass away on July 16th 2009 at the age of 42. And Charles would pass away on August 10th 2020 at the age of 55. Just one day shy of his daughter Heather's 36th birthday. According to some reports, Her parents battled addiction. Heather would end up having 4 children of her own. Unfortunately, Heather would also battle substance abuse issues for several years. Heather would do several stints in rehab. Just prior to her disappearance Heather was actually in a rehab facility. She was checked out of the facility by her ex-boyfriend Daniel Lusby. (Some reports call him an "ex-boyfriend" while others say he was her current boyfriend. In the Police Report Lusby calls Heather his "girlfriend". According to her husband, Her stint in rehab was to try and get her clean so they could get back together. Also, Heather leaving the treatment facility had to have occurred prior to August 2nd. Based on the timeline of events. Assuming it's accurate that is.)

Events Prior To Disappearance:

Late July/Early August 2012
At some point in Late July or Early August, Heather was signed out of the rehab facility she was in by Daniel Lusby. Lusby had no residence. He was staying in a tent in the woods near Shasta Dam. And Heather went to live with him.
Thursday August 2nd 2012
According to the Police Report, Sometime on Thursday, August 2nd 2012. Daniel Lusby's pickup truck rolled into a tree in a wooded area off Coram Rd near the base of the Shasta Dam. And according to him, (per the Police Report) Heather left with a man on an Off Highway Vehicle and never returned. According to one report, Heather, Lusby and the man she presumably left with were all involved in rolling the truck. The Police Report indicates Lusby had been in contact with several individuals, presumably with the Park Service, prior to the Sheriff's Office being notified and responding. At that point, The Sheriff's Office was responding with second hand information only. They hadn't even spoken to Lusby at this point. The Report indicates the Sheriff's Office was notified and responded on August 4th.

Saturday August 4th 2012
According to the Police Report, The Shasta County Sheriff's Office responded to the scene and assisted in helping Lusby secure his truck. While doing so, Lusby advised the two responding Officers that he hadn't seen his girlfriend in 2 days. Heather apparently was uninjured in the accident. He advised them she might've gotten a ride out on an OHV. The responding officers advised it might be possible to have a Helicopter fly over the area to see if they could spot her. As you can tell on the map above, the Chappie Shasta OHV Area is just next to the area where Lusby's truck rolled. So it is possible Lusby is telling the truth. Heather might've left with someone else on an OHV. Apparently, Lusby didn't know or tell, the Sheriff's Office who the person was Heather left with. Heather also apparently had Lusby's cell phone with her when she left. Heather had been frequently calling her husband with the phone and checking in on her kids. So it makes sense as to why she would have it.
There is a huge window of 13 days between when the Sheriff's Office responded and assisted Lusby with his truck. And the time when Heather makes her first call into 911. Other than that. We do not know where Heather was or who she was with during this time.
Details of Disappearance:
August 18th 2012: 3:14 pm
On August 18th 2012 at 3:14 pm, Heather made her first frantic call into 911. The call was made from Lusby's phone. She states she has a Medical Emergency. That she has been injected with Heroin and her life was in danger. She was screaming that someone was chasing her. This person supposedly had a gun at one point but had thrown it down the side of a cliff. It's important to point out that she never says the name of the person chasing her. They are never identified. However, A male voice can be heard in the background of the call. She advised 911 that she was near the dam, Near trail 10 right before the call dropped. Apparently the service area is rather poor. Which makes sense with all the dense forest surrounding the area. Dispatch tried to call Heather back a few times. But the calls went to voicemail. Heather did eventually call back, several times. The report indicated she was hysterical and she repeated what she advised dispatch in the first call. She also advised them she is on foot and her legs are cramping. She stated she is near the area where they rolled the pickup a few weeks ago and she was near a creek. She reiterated she needed Law Enforcement to come get her. When pressed regarding the situation regarding the person with the gun. She refused to provide any additional information. 911 was able to track her location within 2.5 miles southwest of Shasta Dam and within 14 meters of Coram Rd. So according to 911, Heather was near the location she said she was. (With that statement at least.) At some point during all this, Heather does call her husband Shaun. Shaun thinking Heather was still at the rehab facility was very upset when Heather told him she wasn't. They apparently had heated words and the call ended. I wanna point out it's extremely understandable why he was upset. He had no way of knowing this would be the last time he would speak to Heather.
There was a search conducted soon after the calls. The search was initially hampered by the fact that there were no park or law enforcement resources in that immediate area. And when that is the case. It takes time to mobilize. An ambulance was dispatched and a helicopter was utilized. The area near Coram Rd. branches off into other trails. The trails are very dense and a 4 wheel drive is needed to reach most of the area. The search wrapped up at around 6 pm that day. They were unable to locate Heather.
Reported Missing & Aftermath:
Heather ended up being reported missing a few weeks later by her husband Shaun Cameron. It is only then that he was informed of the entire story. About Heather's calls to 911 and her saying she was injected with Heroin. Which begs me to ask...How did she act on her calls with him?
After Heather was reported missing, Shaun and Heather's family quickly mobilized and set up searches of their own. And this is the part that confuses me as a researcher. Various reports of Heather's disappearance place her near the Keswick Dam. Even though the Police report mentions Shasta Dam. When I first started looking into this case I thought the Keswick and Shasta Dams were one and the same. And they are NOT. The Dams are close to 10 miles apart. With the Shasta Dam being North of the Keswick Dam.

So then I thought, Well someone misreported and they meant Keswick Dam the entire time. But that can't be the case. Because Coram Rd. does not extend that far south to the Keswick Dam. Coram Rd. branches out to the West of the Shasta Dam and ends. (Refer To The Map Below)

The reason I point this out is the family's first search that took place September 29th 2012 (The Record Searchlight 9/26/2012) was staged at the Copley Mountain OHV Staging area. Which is roughly 5 miles south of where Heather was presumably last known to be. (Refer To The Map Below.)

I am very confused by this. Also, If you refer to the article by the Record Searchlight for June 20th 2014 they reported on her last call, Heather states she is on a dirt road at an intersection of Keswick Dam Road. Which is again, Much farther south than the GPS Coordinates place her. Not to mention, She states she is near where the truck was rolled. That is nowhere near Keswick Dam Road. Unless I am reading the map completely wrong. Is the quote of her being near Keswick Dam Rd correct? If you read the articles on the case. It's stated that Heather knows the area quite well. She grew up in the area. The only thing that accounts for this is that she was confused. So for now, I am sticking with the GPS location that 911 verified on one of Heather's calls. And with good reason as you soon read....
Rumors Circulating, Possible Sighting?

The Record Searchlight article for September 11th 2012 mentions that soon after Heather was reported missing, There were rumors circulating that she left the area. And there may have even been a possible sighting of Heather. These leads were not followed up on in subsequent stories by the newspaper however. And The Sheriff's Office has not elaborated any further on this to my knowledge.
Saturday September 22nd 2012:
Evidence Found
On one of the numerous searches conducted in the months and years after Heather's disappearance, Searchers found Heather's Food Stamp Card near Trail 3 on Coram Ranch Rd on September 22nd 2012. Unfortunately, Heather was not found. And the card is the only possession that has ever been found in relation to Heather at this time.
More Searches: Same Results
More and more Searches were conducted over the proceeding years of the areas between the Keswick and Shasta Dams all to no avail. Multiple Volunteer Agencies were used such as the Nor-Cal Alliance For The Missing and the Tommy Foundation. Cadaver Dogs were also utilized to try and pick up Heather's scent to no avail. Besides finding Heather's Food Stamp card on September 22nd 2012. No other trace of Heather has been found.
Heather Leann Cameron remains missing to this day.....
Daniel David Lusby
“He was (formally) interviewed on three occasions, but never arrested,” said Shasta County Sheriff’s Office Sgt. Brian Jackson. “He is still a person of interest and this case is still open. … There is still information we are trying to corroborate.”
Daniel David Lusby is an interesting individual. I'll be quite frank and honest here. He's a piece of shit. He's been charged with multiple felonies over the years. Many that have been reduced to misdemeanors. He's been questioned 3 times in relation to Heather's disappearance. And despite never being charged, He remains a Person Of Interest. There are several articles you can read regarding his criminal activities.

Was Lusby Involved?
Was Daniel David Lusby involved? According to the Sheriff's Office he is a Person Of Interest in Heather's Disappearance. The one thing that I didn't get was Heather's refusal to elaborate about the incident where she was injected with Heroin on the calls to 911. She just wanted help. And Ill be honest with you, At first I thought that she was giving an excuse for being on Heroin. Blaming somebody else. Then it made sense. She is protecting her abuser. This is a common theme in women suffering from Domestic Violence. Let's take a look at statistics for a second to understand the problem. I will stick to Domestic Violence just within the Native American community in an effort to be as specific and accurate as I can.
Here's a quick breakdown....
84% of American Indian & Native Alaskan Women experience violence in their lifetime
This percentage is elevated among Native Women in comparison to Women with other Ethnic Backgrounds.
When it comes to Violence in general, Over 55% of Native Women suffer from it in their lifetime.
When it comes to Sexual Violence, 56% of Native Women suffer from it in their lifetime.
When it comes to Stalking, 49% of Native Women suffer from it in their lifetime.
As you can see. It's definitely a problem. Not only overall. But within the Native American community in general.
Back to Lusby.
At this point we have proven that Lusby is a Violent Felon. At one point he was on Shasta County's Most Wanted List. And Heather was just in rehab prior to reconnecting with Lusby. What if Heather didn't want to go back on drugs? What if she wanted to keep her promise to Shaun and get back together with him and complete her family again? What is the only way Lusby could remain in control of Heather? I'll tell you how. By making her dependent on drugs again. Is this speculation? Yes. But it fits the facts. And it fits with what she said on the calls to 911.

Also, This could be a stretch. But when I was going through the news articles on Lusby I did notice he had an Active Warrant for Arrest the following January. Yeah, It's roughly 4 months later. But it could explain why he was living in the forest in a tent. That could be a reason as to why she didn't want to use his name. She was protecting him. We also know 6 months prior to Heather going missing he did have a gun. He had an altercation with someone. And after he fired off a few shots, was wrestled away from him. I absolutely believe Lusby is the key to finding Heather. And I do believe Foul Play is the likely scenario. I do believe the tip that was sent in is a valid lead as well. And keep in mind, Depending upon the quality of Audio on the calls, Law Enforcement may even be able to tell that it's Lusby's voice in the background. However, As I stated earlier. It was a bad reception area.
Heroin is an Opioid. Opioids are known to have hallucinogenic effects on people. However, I discounted this as according to Law Enforcement, There was a male voice in the background of the call. So someone was with her. And despite her being in hysterics. I believe she was of sound mind in spite of the situation she was in. She may have been confused. But she was sane.
The Truck:
Most entries you will read online regarding Heather's disappearance mentions she might be driving the same 2003 Gray Four-Door Chevrolet Silverado that was rolled into a tree earlier that month. But that is probably inaccurate. When she called into 911 she mentioned she was on foot. Could she have gotten into the truck afterwards? Possibly. However, I did run the plates the truck was using through my resource. And nothing came back. That doesn't mean the truck isn't around with different plates or in a garage or junkyard somewhere. But I don't believe it's with Heather. I have no idea what happened to the truck afterwards. But someone would have eventually spotted the Silverado if it was still in the area in one of the many searches of the area.
(This does mean I will have to update my posters of Heather as it does mention that she may be driving the truck. I created those prior to the entry.)
Now I'm not gonna spend a whole lot of time on this part as this entry has already drained me. I'm including this per Risa's request as she believes the two cases may be connected. As I implicated, there has been speculation both online and within the community that Courtney "Cort" Jones' case is related to Heather's. I'll give you a quick breakdown of Cort's case.....

From the very beginning of the investigation, Law Enforcement's stance was they believed the cases were not connected to each other. And I tend to agree. The fact that Cort was able to call his mom for a ride back doesn't give a lot of time for someone to do him harm. The best thing to do would be NOT to let him call his mom at all. By presumably letting him do this, You've given yourself only a 20 minute window. (Per his mom) Not to mention as I stated earlier. He was seen near the Cypress Avenue Bridge on the same day.

As I stated before, The reason I included this case was by request. And Risa believes that Lusby might've been involved. I don't see it. I don't see Lusby chilling in a house on Joaquin Ave. 2 days before he presumably has a falling out with Heather. I think he was with Heather in woods where she made her last calls.

On February 5th 2013, Human remains were found in an area located west of Interstate 5 and South of Cypress Ave. Along Henderson Road. The remains were sent to the Shasta County Coroner. For some reason, It took over 10 years to identify the remains as Cort's. The announcement was made on May 19th 2023. The cause of death is still under investigation.
Analysis
I believe Heather is still in that area somewhere. It's not uncommon for search teams to miss remains in areas that are searched numerous times. There is nothing "mysterious" about that. You hear that David Paulides? It happens a lot. It doesn't mean Aliens or Bigfoot or any other ridiculous theory you pull outta your ass makes more sense than the search parties missing Heather's remains in a densely forested area in Northern California. Anyways, As I already stated. All roads lead to Lusby. I will refrain from speculating on Cort Jones' case out of respect for his family. But I do not believe Lusby to be involved in that case. I hope Heather, Like Cort, is found. Unfortunately, If she did in fact overdose. (Forced) And that is what killed her. The odds of proving that will be hard to do. The exposure over time would reduce the remains to bones. And according to my friend Ashley who is a Coroner. Bone Marrow doesn't hold much in the way of evidence in that situation.
